from my perspective, a cover letter is really only there to cover the formalities and introduce yourself.
Remember that the prospective employer will be reading it right before they read your responses to essential criteria and your CV.
I think it would be good to cover such things as what you expect to get out of a grad program, why you have chosen to apply to their hospital, what you would bring and contribute to their organisation. Try to be positive and upbeat as it will leave them with a positive feeling when reading the rest of your application.
I would also keep it to one page.
